Fremont County, BLM disagree on St. Anthony dune management

ST. ANTHONY - Who should pay for law enforcement and medical emergency response costs at the federally managed St. Anthony Sand Dunes in Fremont County?
That's a question that will likely be posed next week to Bureau of Land Management officials as a couple of Fremont County departments struggle with funding and staffing to cover the dunes, which produce a high percentage of serious accidents each summer.
At a meeting Monday, St. Anthony emergency medical technicians, county Emergency Medical Services Director Bob Foster, Sheriff Len Humphries, Chief Deputy Kurt Hillman and Deputy Joe Manley met with the County Commission to discuss issues related to the sand rail that's used for law enforcement patrol and medical emergencies at the dunes.
That discussion quickly turned to how emergency services are covered and paid for at the popular but occasionally dangerous dunes.
The sand rail was missing from its usual winter parking spot when Manley planned to get it ready for the upcoming recreation season at the dunes, and when it was located it had been modified by the EMS. The sheriff hadn't been consulted about the modifications. He said he didn't like them and didn't like not being consulted before they were made.
The sheriff had a copy of a memorandum of understanding made when the sand rail was funded and put into service in 2006. The agreement stipulated that the sand rail was owned by the sheriff's office and would be used and maintained mutually by the two emergency providers.
EMS Director Foster apologized for the modifications and promised they could be reversed. He and the sheriff agreed to work out the sand rail issues. There is some question about whether the MOU was signed by all of the parties, and Prosecuting Attorney Joette Lookabaugh, after a quick review of a copy of it, recommended a new, more specific agreement be drawn up regardless.
While the sand rail issues may be relatively easily solved through discussions, the commissioners, Foster and Humphries continue to be concerned about how to adequately provide medical and law enforcement services at the dunes with reductions in staffing and financial support from the BLM.
"Our biggest challenge is support from the BLM," Foster said. The agency's continued funding for the EMS program, which comes in grants, is in question.
Sheriff Humphries says he was informed in a recent meeting with the BLM that the agency would not be providing staff to patrol the dunes at the same level as in the past. And he also plans to cut back on the patrol time at the dunes.
Foster is concerned about the lack of a trained and experienced driver being available to drive injured patients from the scene of an accident on the dunes back to the ambulance. All of the county deputies are trained to drive the rail and will have refresher training this spring.
Two of the EMTs are trained to drive the rail, but as volunteers, their availability is uncertain.
The county's relationship with the BLM has been mixed concerning funding. And the county has proposed the use of a fee system to charge dune users. But talks with the BLM have not been successful because of a difference of opinion over who would get which share of the fee revenue.
Commission Chairman Paul Romrell said when the discussion about who should pay for emergency services - and even garbage fees - at the dunes comes up, the BLM's argument for not paying the fees or contributing more is that the county receives Payments in Lieu of Taxes from the agency, which could be used to pay some of the costs in question.
The county received $1.2 million in PILT funding last year. But the county has generally chosen to use the money for one-time projects rather than to cover day-to-day costs.
"There needs to be parity," Commissioner Skip Hurt said concerning sharing the costs of policing and providing emergency services.
"This is a BLM recreation area," Foster said. "I'm not sure but what they are abdicating their responsibilities. If a person gets injured on the BLM dunes, why are we putting our guys at risk?"
Humphries said he had talked to Utah officers at a recent meeting who told him a BLM dunes area "Little Sahara" received twice the BLM financial support than Fremont County receives.
If BLM officials accept the county's invitation to meet with the commission Monday, the officials may have a chance to air their concerns directly.

FIRST LEG OF ABU DHABI DESERT CHALLENGE

TAL MUREEB, ABU DHABI (UAE) Sunday March 28 2010: Spain’s Marc Coma crossed the finish line on day one of the Abu Dhabi Desert Challenge 2010, 5m 22s ahead of his closest rival with the BMW X-Raid’s young works driver, Leonid Novitskiy leading the Auto category after the opening 286km.

Coma, riding his factory KTM 690R, finished the first leg way clear of Giofil team’s Francisco Lopez, who took the day in the 450CC category, with Briton James West coming in third, giving the KTM UAE ADCB Racing Team a good rally start.

On four wheels, Sebastian Husseini proved the quad riders could be competitive against the two wheeled machines, finishing in the top ten just ahead of local hero Obad Echtibi on his Honda clocking up a time of 3h 41m, 11 minutes behind Husseini’s Suzuki.

The desert special stage kicked off from the Al Dhafrah plateau and headed into Abu Dhabi’s Empty Quarter where it was reported that heavy clammy heat made for uncomfortable conditions and loose sands marred visibility.

Second starter of the day in the Moto category, Lithuania’s Benedktas Vanagas came to an early end when his co-driver Sailius Jurgelenas sustained a back injury after particiuarly heavy landing off a dune just 85 kms into the leg. Jurgelenas was airlifted to Liwa Hospital where no real damage was found, although he later transferred to Madinat Zayed Hospital ‘just to be on the safe side’.

Meanwhile, Dubai-based Briton, Dave McBride lost out just six kms from the finish at Humreem when his Honda CRF 450X came to a halt. McBride, riding again for Gecko Team Honda, came seventh overall in 2009.

However, Coma was not deterred by the windy conditions: “This is always an exciting race for me, in fact the Desert Challenge is one of my favorites and a stage one win is a great start," said Coma who is eyeing his fourth win in five years.

Italy’s Camelia Liparoti-Baggiani the 2009 Ladies World Quad Champion is always enthusiastic and the today’s conditions did nothing to dampen her spirits: “I’m feeling quite confident and the shifting sands do not deter me. In fact, the sand is just like snow, the terrain can change in an instant.” Baggiani rides her 525XC ATV with support from the KTM UAE ADCB Racing Team this year.

Team owner, Tim Trenker also started and finished the day in great spirits energised by what he calls ‘his best team yet’. The ADCB backed team has four entries in the moto category.

One hundred entrants were flagged away against the backdrop of one of Abu Dhabi’s newest landmarks, Sheikh Zayed Grand Mosque by ADDC Chairman, Mohammed Ben Sulayem, and Saeed Al Dhaheri, Tourism Information Services Manager, Abu Dhabi Tourism Authority (ADTA), the title sponsor.

The first day is arguably the easiest of the five desert legs, crossing high-speed sand flats and sabkha en route to the finish, north of Liwa.

Sulayem said the strong winds made it a tough ride for participants and organisers : "The changeable conditions are all part of the challenge and that’s why we see competitors from all around the world, returning year after year.”

“One car is out of the race following a non-critical injury sustained by the co-driver but, as always, we made sure that all safety procedures were in place and Lithuania’s Jurgelenas is being well cared, and is comfortable in Madinat Zayed Hospital."

The UAE's premier off-road event was the brainchild of Sulayem in 1991 and has been a FIA World Cup round since 1993. The rally has been managed by the ATCUAE since Sulayem took over at the helm in 2006.

The event has ADTA’s full backing for the second year running.

Sulayem says each stage is divided by passage controls and route waypoints, as competitors thread their way through the legendary Rub Al-Khali made famous by British explorer Wilfred Thesiger who crossed its desert expanse in the 1940s and 50s.

The Abu Dhabi Desert Challenge has traditionally attracted a host of partners, and in 2010 these include Nissan, ADNOC, Al Ain Water, Crowne Plaza Yas Island, Explorer, FedEx, Tag Heuer and Thuraya.

Glamis for a Dune Cleanup Event set for April 3, 2010

Parts of Glamis Camping Areas Closed for Construction

BLM will be doing some construction in the Glamis area of the Imperial Sand Dunes Recreation Area. Beginning April 12 and running through the end of the month, construction activity to maintain Wash Road, Cement Flats and Pads 1, 1.5, 2 and 2.5 will occur. This means that camping may not be allowed while crews are working in these areas.

Construction will start with Wash Road (primary vehicle access open: watch for heavy equipment), and move on to Cement Flats -- closing this entire area to camping beginning April 16. Similarly, Pads 1 through 2.5 will be closed to camping when work is in progress. Please respect all posted "No Camping" signs to avoid the inconvenience of having to move your camp elsewhere. Public Invited to Comment on Draft Plan for Imperial Sand Dunes

The U.S. Bureau of Land Management (BLM) announces the availability of the draft Imperial Sand Dunes Recreation Area management plan (RAMP) and environmental impact statement (EIS).  The March 26 publication of the notice of availability in the Federal Register initiates the 90-day public comment period which will end June 24, 2010.

Daniel Steward, acting BLM's El Centro Field manager, said the RAMP/EIS outlines future management of public lands administered by BLM in the 160,000-acre Dunes located in eastern Imperial County. The public assisted BLM in identifying key land use issues in this area through a formal scoping process conducted in 2008.

The draft RAMP/EIS analyzes the environmental impacts of many land management issues, including recreation, renewable energy, and species listed under the Endangered Species Act, including the threatened Peirson's milk-vetch. A range of alternatives are analyzed in the RAMP/EIS, including closure of areas designated as critical habitat by the U.S. Fish and Wildlife Service to off-highway vehicle use.

The ASA will be reviewing the 803-page document in order to compose valid comments. The results should be available to our membership in a few weeks.
It will be appreciated if members taking the initiative to review and prepare valid comments would copy The aSa Board of Directors. Remember, valid comments are those that present BLM with new data or point out flaws in their reasoning or other processes. Venting on an emotional basis will be disregarded by BLM.

Spring Break at the Oregon Dunes

Spring break is good news for local hoteliers, campsite operators and ATV rental companies, who expect a rush of tourists on Oregon’s “Adventure Coast” this weekend.

Sunny forecasts also help, said Curtis Wayne Kruse, co-owner of Doon Bugs ATV Rentals in Hauser.

 “When the sun comes out this place is a madhouse of ATVers,” Kruse said. “We are pretty much totally reserved out for the weekend.”

He said 3,000 to 4,000 people will probably ride the dunes on Saturday and Sunday.

Katherine Hoppe, director of promotions and conventions for the Coos Bay-North Bend Visitor & Convention Bureau, said this weekend has a lot going for it, including good weather on Saturday, the end of Whale Watching Week, and intersecting spring breaks. As Southern Oregonians complete their vacations, students from other states, including California, are just starting theirs, she explained.

“Spring break is always a good week, especially when it coincides with Whale Watching Week,” Hoppe said. “We had a lot of whale sitings in our area as well, so I think that’s going to help.”

Although she wasn’t sure how many people to expect in coming days, she said last weekend was busy for the area.

“On Saturday, I was out crabbing at the docks and I could barely find a spot to throw my crab ring in,” she said.

According to information Hoppe gathered from local hoteliers on Thursday, The Comfort Inn still had some rooms available but had made lots of reservations. The Edgewater Inn reported a high reservation count for this weekend. Though the Charleston RV Park had plenty of availability, its bookings were up 6 percent from last year’s spring break.

“We are, for all intents and purposes, sold out for the weekend,” said Ray Doering, spokesman for The Mill Casino-Hotel.

“This is pretty typical of most weekends in March for us,” Doering said. “The weather starts getting a little better and people need to get away.”

The Mill also is hosting a Lions Club convention this weekend.

A front desk clerk at Super 8 in Coos Bay said the motel was half-full for the weekend and she expected more walk-ins.

“From what we’ve been doing the last three or four days, we get more walk-ins than reservations,” said clerk Taunie Broussard.

Lots of tourists don’t necessarily mean Coos County lodgings will all illuminate their “No Vacancy” signs.

The Red Lion Hotel in Coos Bay is expecting about half capacity, said General Manager Joe Monahan. He attributed that to ATVers wanting to camp and other tourists opting for lower-priced rooms.

The numbers are a little bit better than last year, but they aren’t “something to jump up and down about,” he said.

Campground owners also forecast a hopping weekend. Kathy Gross,  owner of the Oregon Dunes KOA Campground, said all but one of the campground’s 60 RV spots were booked by Thursday.

“It’s basically related to spring break school season,” she said. “We’re praying for good weather.”

The Blaster FI allows YFZ450R and YFZ450X racers to edit both fuel and ignition maps along with, rev limiter and accelerator pump functions. Fuel and ignition mapping changes are completed on any laptop with provided MSD software, and allows for changes at 10 different RPM and throttle positions. Additionally, 10 different maps can be saved in the

Predator X-18 Wins 1st and 2nd Place in Class Libya Rally 2010

Temecula, CA – March 22, 2010 - Two of Predator Motor Corporation’s X18 Intimidator cars raced in the Libya Rally 2010 this past week. The X18 driven by Wesley de Saedeleer and his team, took first place in its class and 2nd overall out of 176 cars that entered the rally. The rally was 1,700 miles over 6 days.

The 2nd red X18 that was entered, driven by Daniel De Schepper and his team, took 2nd place in its class and 5th overall.

Both cars completed the rally on the same belt they started with and had zero problems with anything. They passed and beat cars that cost 500k to $1 million dollars that were too either slow and/or they broke down.

Nye County SAR Team Uses Kawasaki 610 Mule and All Terrain Res-Q Trailer to Perform Successful Off-Road Rescue at Nevada Sand Dunes

March 15, 2010 - TONOPAH, NV: On February 28, 2010, at 1400 hours, Nye County Ambulance Service was dispatched to reports of a 4-wheeler accident with multiple injuries at the Crescent Sand Dunes, approximately 10 miles north of Tonopah, in west-central Nevada.   As is standard procedure, the Nye County Search and Rescue unit in Tonopah and the Tonopah Volunteer Fire Department were dispatched to respond as well.  Typical of smaller desert communities, the automatic dispatch of all three agencies saves time while insuring an adequate number of trained personnel and specialized off-road rescue equipment are headed to the scene.
Upon arrival at the dunes staging area, emergency personnel found the adult female passenger from the 4-wheeler accident, despite being injured, had managed to walk almost 2 miles to reach a parking area and called 911 for help.  She reported that the adult male operator, with serious multiple injuries, was laying at the bottom of a sandbowl.  The two had been riding a single seat sport type all-terrain vehicle in unfamiliar desert terrain.  Upon cresting a sand dune at an unsafe speed, the 4-wheeler tumbled approximately 30 feet, coming to rest near the bottom of the bowl.
Upon reaching his location, the adult male ATV operator was treated at the scene for neck, back, chest and leg injuries by EMTs from Nye County SAR and the Nye County Volunteer Ambulance unit in Tonopah.  Once this patient was packaged for transport, Nye County Search & Rescue members loaded him onto their All Terrain Res-Q trailer. Towed by Tonopah VFD's 4X4 Kawasaki 610 Mule utility vehicle, this off-road patient transport trailer is the first of it's kind in Nevada.
Two Nye County SAR EMTs and a driver from Tonopah VFD safely transported the victim to the waiting ambulance.  The three rescuers covered a distance of almost 2 miles over soft sandy desert terrain in just 10 minutes!   Requiring only three rescuers to accomplish the carry out portion of this rescue mission not only saved time, it allowed other medical personnel to provide care to the 4-wheeler passenger's less serious injuries at the same time her companion was being transported.
According to Rick Motis, Commander of Nye County Search and Rescue in Tonopah,"Without the All Terrain Res-Q trailer, this mission would have required 6 to 10 more personnel and almost 3 hours to carry the patient out."   Additionally, "With a trailer, risk of injuries to rescuers is greatly reduced as they're not required to carry patients out in a basket stretcher while traversing the soft sand."
The manufacturer adds: "All Terrain Res-Q Trailers are best described as 'time savers' and 'manpower multipliers' during off-road rescue missions in remote desert areas."
At the waiting ambulance, the patient was transferred from the rescue trailer's basket stretcher to the ambulance stretcher without need of further packaging;  saving even more time.  Rick Motis added:
"When dealing with off-road emergencies in remote locations like Crescent Sand Dunes, any amount of minutes saved often translates into lives saved!"While the passenger was treated and released from a local hospital, the operator was flown by medical ICU aircraft to a regional trauma center in Reno for treatment.  At last report, both accident victims are recovering from their injuries.

Bare knuckles dust-up over Oceano Dunes SVRA

La-a-dies and gentlemen, in this corner we have the doyenne of the Dunes, the savior of the sands, Dr. Nel-l-l-l Langford!
And in the opposite corner, revving up his ATV, we have the oracle of off-roaders, the dean of dune buggies, Kevin… P….. Rice!
OK, it may not be that dramatic. But during the winter, before Nipomo Mesa’s sand pollution grabbed the spotlight, the other, sub-rosa Battle of the Dunes was grinding forward as relentlessly as a quad on a sand spit.
The chief combatants: Langford, 70, and Rice, 41. Each has come to represent in the public eye a particular side of the fight over off-roading in the Oceano Dunes.
One of these two true believers, Langford, fervently wants the Dunes free of vehicles. The other, Rice, wants just as desperately to keep quads rolling over the crests and crevasses.
Their struggle is only one weave in the complex quilt that is the Dunes. But it is a fascinating one, and raises a very good question that goes beyond a single issue: In supporting your cause, how far do you go?
Let me begin by opining that, in my own view, passion for a cause is good. But it needs to be tempered with judgment.
There is a line you ought not to cross, no matter how fervent an advocate you are. That’s a good thing for county residents to keep in mind as we enter this political year.
Has Rice or Langford crossed a line? Or — regardless of the purity of their respective causes — is their behavior all right?
You be the judge.
Bare knuckles
As 2010 rolls forward, the Rice-Langford battlefield has moved to one of Langford’s two beachfront vacation cottages on the Strand in Oceano, which she has been renting for three decades. Rice is trying to shut them down by alleging code violations.
Matt Janssen of the county Planning and Building Department would say only that the investigation of Rice’s claims is ongoing.
But the significant fact is that the investigation is taking place at all.
Langford says it is the latest in a series of harassment of her and her friends by Rice, a Canyon Country firefighter who lives in San Luis Obispo.
In the three years that their feud has been going on, Rice has:
• Sought to appropriate the name by which Langford informally called her organization, triggering a trademark fight that is still in the courts.
• Gone on Craigslist, where Langford lists her beachfront rentals, disparaged her and her property, and told people to rent elsewhere.
• Called the employers of a Santa Maria teacher and an Arroyo Grande doctor, friends of Langford who oppose motorized vehicles on the Dunes, to complain about them.
• On the other side of the Sierra, near Truckee, knocked unannounced on an opponent’s door and tried to persuade him of the error of his ways.
• Questioned in print whether 84-year-old Bill Denneen, another Langford ally, should be allowed near children.
• Sent a 21-page faux legal document, threatening a lawsuit, to an Oceano off-roading critic. It had the recipient’s Social Security number on the front page.
Online insults
Langford has not sat passively through all this. She has called the Pismo Beach cops on Rice, accused him of stalking and criticized him extensively online.
Rice says he has received magazines, some pornographic, to which he did not subscribe. Someone scrawled a negative comment on his dusty car window while it was parked in Oceano during a beach cleanup he was conducting, he adds.
He concedes that he cannot prove Langford or her allies were connected to either incident.
Both Rice and Langford have cluttered the Internet — if the Internet can be cluttered — with information peppered with insults.
For example, Langford routinely refers to Friends of the Oceano Dunes, an off-roading group that Rice supports, as “Fiends of the Oceano Dunes.”
Langford has been waging war at the Dunes for decades. In 1993 she was arrested for standing in front of a bulldozer she said was illegally clearing sand in front of the Strand. She has taken an in-your- face stance with authorities. She has sued the state Parks and Recreation Department.
She says she is not proud of some of the things she’s said and done, but feels under siege.
“It’s political warfare,” Langford says. “My whole life has been consumed by this guy.”
Rice says he and other off-roaders are the ones under attack because of what he considers false statements made by Langford and her friends about him and them — the claim that they dump sewage on the beach, for example.
Rice is wary of those who might oppose his cause and, after investigating, found opponents of off-roading on the grand jury and the Health Commission.
Rice argues that Langford and her crew want to stop all off-roading on the Dunes — a claim that Langford cheerfully admits to.
Rice says he is not one to be passive about saving his chief recreational activity.
“You can be on defense all the time,” he says, or take the offense. “I don’t care if it takes some mud,” he told The Tribune. “I never claimed to have the utmost grace.”
“You open a can of worms once you point fingers,” he says of Langford and her allies.
Explanations
Rice has a ready explanation for actions he has taken that seem curious to some.
He turned in Langford for alleged code violations, he said, because he “just happened to notice” that her property on the Oceano Strand was “encroaching on the public right-of-way.”
He stopped by the house in the Sierra because “I was in the area, believe it or not.”
The Santa Maria teacher and Arroyo Grande doctor mentioned above went public with their anti-off-road comments, and that made them fair game, Rice said. The teacher wrote a letter to the editor to The Tribune opposing Dunes riding and involved her students in her personal politics during a field trip, he said. The teacher denies the latter allegation.
The doctor, Larry Foreman, has been speaking out for years against ATV injuries that take place on the Dunes, and has documented them.
The Oceano resident who received Rice’s pseudo lawsuit defamed him online, Rice says. He says putting the man’s Social Security number on an ostensibly public document was not intended to intimidate.
“If I wanted to frighten (or) intimidate him, there’s a lot I could bring out,” he says.
He justifies the criticism of Denneen by saying Denneen, who was ticketed, should not be trespassing or breaking other laws in the presence of children.
That particular maneuver, however, earned Rice some ill will because of his target.
Denneen, 84, is a well-known, colorful, eccentric former teacher and Nipomo resident who has spent a lifetime teaching tens of thousands of children to appreciate nature. Implying that he should not be around kids angered people.
The struggle continues
Figuring out how this feud got started is a chicken-or-the-egg exercise. Langford says it began in 2006 when she and friends protested an off-road event and Rice began taking pictures of her.
Rice says Langford has taken pictures of him and he is merely fighting back.
Each of the many confrontations has its own back story and trajectory.
In my view, the struggle between Langford and Rice doesn’t reflect badly on either mainstream side in this struggle. Both sides in the “Get the vehicles (on, off, choose one) the Dunes” fight have credible arguments that are being made in courts, legislative chambers and other appropriate venues.
But, as I said when I started this tome, the Rice-Langford spat does call into question the tactics. Is any of the behavior described here over the line?
Questioning tactics, especially on the local level, is not a bad thing to do these days in America’s increasingly vile political arena.
Rice and Langford have both been present at recent meetings about whether off-roaders kicking up sand pollute the Nipomo Mesa. At a meeting in Arroyo Grande last week they stood almost side-by-side, each filming the meeting for their own purposes.
So the struggle continues. Will the tactics change? Stay tuned.

Motorcycle Industry Council Announces Election Results for 2010 Board of Directors and Officers‏

Boost Power and Increase Economy with a Bully Dog Triple Dog GT

Like many off-roaders, I own a diesel truck so I can get my toys to the trail without much worry. I have a 2005 Ford F250 6.0L Powerstroke Diesel. It has been a great truck, but over the last few years, it seems like the power has dropped off a bit and my mileage has gone downhill. I blamed my perceived performance drop on the low sulfur diesel here in California and left it at that.

I haven't done anything to juice up performance like an exhaust, air filter or tuner on the truck because I wasn't towing anything like a big 5th wheel. But the thought of adding a tuner that would help improve fuel economy crossed my mind. So I did a little research and was impressed by what I read about the Triple Dog Gauge Tuner (GT) from Bully Dog Technologies.
 

The GT is a vehicle engine tuner, monitor, gauge and diagnostic device all in a single unit. The GT also has an all new Driving Coach feature which teaches end users to maximize their vehicles fuel economy potential. It sounded like it was flexible so I decided to give it a try. In addition to the GT, I decided to get a Pyrometer Kit so I could keep an eye on exhaust gas temperatures (EGTs) if I put it in any of the performance tunes.

The installation of the GT is real simple. It mounts to the windshield with a suction cup that really works well. Then it plugs into the OBD II port and a switched 12V power source.

Since the pyrometer needs to be installed in the exhaust (preferably in the manifold, I had a local shop that deals with diesel exhaust and performance goodies install it for me. The pyrometer plugs right into the GT so you can view your EGTs in real time.
The Pyrometer Probe Kit (part # 40390) comes with everything seen here which includes all the parts and pieces necessary to acquire exhaust gas temperatures to display on the Triple Dog GT.

Installing a Pyrometer Probe Kit along with a diesel Triple Dog GT (part # 40420), unlocks the safety defueling feature for defueling based on exhaust gas temperatures.

The Bully Dog GT plugs into the OBD II port on your vehicle. One cable goes up to the GT, another goes to switched 12V power, and the other (shown on the right) is the pyrometer input (optional).

So far, I am very impressed with the Bully Dog GT. The installation was simple, the interface is very complete and the power increase is addictive. Hopefully I can keep my foot out of it enough to increase my mileage...

SLO County Health Commission recommends re-vegetation of Oceano Dunes

The county’s chief health advisory body is urging the Board of Supervisors to take “any and all” steps within its power to re-vegetate and stabilize the Oceano Dunes – a move that could in theory lead to a temporary shutdown of the recreational area.
The Health Commission on Monday night voted to send a letter to supervisors recommending that they take immediate steps to address the public health problem on the Nipomo Mesa being created in part by particulate matter that blows on to the mesa from the dunes.

A study released last month by the county Air Pollution Control District, and outlined for the Health Commission on Monday, documented the trajectory of the particulates, which have been shown elsewhere to cause respiratory distress, especially for the elderly, the young and those with pulmonary problems.

There are as yet no epidemiological studies measuring specific health effects on those who live on the Mesa.

The study concluded that break-up by off-highway vehicles of a natural crust that forms on sand dunes and a lack of vegetative cover in areas where OHVs are ridden are the primary causes of high particulate air pollution being blown from the park to populated areas of the Nipomo Mesa.

Health commissioners on Monday expressed concern about the people who live on the Mesa, several of whom testified in favor of acting aggressively to curb the pollution.

“The right to breathe supersedes the right to recreate,” said one audience member.

As to the economic impact of a temporary closure of the dunes, an audience member said “I am not willing to risk my health for small business bottom line” or “risk my life so people can have fun.”

Off-roaders in the State Vehicular Recreation Area are a powerful force because of the money they bring in.

However, commissioners did not specifically recommend a shutdown. Instead they advised supervisors to take action, leaving the question of what those actions would be to the supervisors.

Several speakers said, however, that dune vegetation could not be brought back to life without shutting down the dunes to off-roaders, at least temporarily.

Some speakers questioned the science and results of the study, and noted the lack of complete information about the effects of the wind-blown sand.

It is not clear exactly what supervisors have the power to do, commissioners noted, since the off-riding area is under the control of state parks. But commissioners said they want county supervisors to know that they consider the roving particulate matter a pressing local public health problem.

The commission’s vote to send the letter was 6-0 with two abstentions.

Commissioners also urged supervisors to find ways to get out the word that there is a health problem from the Dunes on the Mesa. Again, they left the mechanics of that to supervisors.

The health study has drawn considerable public interest since its release. A hundred people attended an informational meeting about it in Arroyo Grande last week., and the Air Pollution Control District has scheduled a hearing March 24.

Sand Dune Photography

Now is a Great time to visit the desert. When much of the country is still gripped in snow and ice, temperatures in the desert start to reach that justright point in late winter and early spring, and clear skies mean brilliant light at sunrise and sunset. As a bonus, desert flowers bloom in March, adding a rare splash of color to an otherwise barren landscape.

So pack your gear, some sunscreen, and lots of water, and head on out. Here are a few of the extraordinary things that the desert offers to nature photographers, and the best places to find them.

Killer Dunes

Many desert areas have significant dune fields. For the best shots, wait for heavy winds to blow them clean of footprints and create ripples and other formations in the sand. Try using this heavily rippled sand as a foreground element when shooting grand landscapes.

The colorful, low-angled light of sunrise and sunset works best to show the landscape in clearest relief. The crests of dunes often make the best subjects, as you can juxtapose sunlit and shadow areas of the dune for dramatic effect. Be careful when exploring dunes; you don’t want to ruin that perfect shot by tracking up the sand before you realize its full potential. When working in blowing sand, avoid changing lenses to keep sand from getting inside your camera. Typically, a wide-to-short telephoto zoom lens (like a 24–105mm on a full-framer, 16–70mm for APS-C sensors) will give you more than adequate coverage.

Where to find the country’s best desert dunes: Death Valley National Park (CA) has one of the most accessible dune fields—Mesquite Flat Dunes—and one of the tallest, Eureka Dunes, although you might need four-wheel drive to get to those. Great Sand Dunes National Park (CO) has a huge field, its 800-foot high dunes dwarfed only by a backdrop of the massive Sangre de Cristo Mountains.

The dunes of White Sands National Monument (NM), although much smaller in size, are unique for their white color, which reflects the hues of sunrise and sunset.

Sculpted Sandstone

Where there is sand, there’s likely to be sandstone. This soft rock is typically colorful and easily eroded by water and wind into fantastic shapes. Natural arches, rock sculptures, and flowing rock striations make excellent photographic subjects. Be careful when photographing delicate sandstone features: You don’t want to break anything and ruin the fun for others.

The warm light of sunrise and sunset can really bring out the brilliant colors in sandstone. Also, sandstone in the shade appears to glow when it is illuminated by light bouncing off of other sandstone in direct light. Usually, overcast light is not ideal when photographing sandstone.

Try Valley of Fire State Park (NV) for some of the most colorful sandstone you’ll ever see, with a rainbow of pastel colors including reds, pinks, yellows, oranges, and blues— all just one hour outside of Las Vegas. Bonus features include abundant natural arches and Native American petroglyphs.

Arches National Park (UT) lives up to its name—with more than 2,000 sandstone arches, this must-see park should be near the top of every shooter’s life list.

Last but certainly not least, the Bisti Wilderness (NM) contains bizarre, sculpted rock features that carry intriguing names such as The Egg Factory and Angel Wings.

Mysterious Slot Canyons

When water and sandstone collide, slot canyons form. These narrow canyons, some barely big enough to squeeze though, make great photographic subjects—if you don’t mind a little claustrophobia and perhaps scraped elbows.

Before heading in, however, check the weather forecast. If it rains in the area while you are exploring a slot, you might get trapped in a sudden, dangerous flash flood. Even rainstorms hundreds of miles away can send a flash flood your way, so only go if sunny skies generally prevail in the region.

The sunny days that minimize your risk of a flash flood also offer the best light for photographing slots. Strong light striking the rocks at the top of the slot will reflect down into the interior, creating a beautiful, soft glow. Direct beams of light striking the canyon floor can add drama to your images—try throwing a handful of sand into the light to accentuate the beam.

If possible, plan to spend several hours in a slot canyon during the middle of the day, to watch the light change and to ensure you catch the peak glow.

While some slots require technical canyoneering skills to reach, there are many easily accessible—and extremely photogenic—slot canyons in the southwestern desert.

Try Grand Staircaseescalante National Monument (UT), with several beautiful slots including Zebra, Spooky, and Peek-A-Boo Canyons.

Perhaps the most famous slot canyon in the world is Antelope Canyon (AZ), on Navajo Nation tribal land. For a fee, you can explore its many twists and turns, and shoot its famous glowing sandstone features and arches.

Water Features


Ironically enough, water defines many desert areas, sculpting the landscape and bringing life to what would otherwise be barren. Some desert areas have an abundance of water, making for unique photography opportunities.

For the ultimate desert water experience, Great Salt lake (UT), the largest salt lake in the western hemisphere, doesn’t disappoint—head to Antelope Island State Park for a chance to photograph landscapes and wildlife, including bison, pronghorn, and bighorn sheep.

Big Bend National Park (TX), which preserves a magnificent portion of the Chihuahuan Desert, is defined by the looping Rio Grande River. Many photogenic wonders await you there, including eroded rocks, volcanoes, fossils, hot springs, and old mines.

Finally, the world-renowned Virgin River Narrows of Zion National Park (UT) offers a fantastic desert pairing: a flowing river at the bottom of a deep sandstone canyon. Just bring a pair of chest waders and a sturdy stick for keeping your balance, as you will spend much of your time in waist-deep water.

Flora and Fauna Desert photography isn’t just about sand and stone. Many desert areas boast unique plant and animal life.

Joshua Tree National Park (CA) is famous for its stunning collection of twisted Joshua trees, growing as high as 30 or 40 feet.

Organ Pipe National Monument and Saguaro National Park (AZ) are known for their respective namesake cacti, as well as beautiful highdesert scenery.

Plants aren’t the only things that thrive in the desert: Thousands of sandhill cranes come to the Alamosa and Monte Vista National Wildlife Refuges (CO) in March before migrating elsewhere; bring a long telephoto lens to capture the action.

For the ultimate living-desert experience, travel to an area with good spring blooms. This isn’t always a safe bet: Some areas flower every year, whereas other areas bloom only every few years—or decades—dependent on sufficient moisture from rains or mountain snowmelt.

Areas that consistently bloom in profusion in March include Anza-Borrego Desert State Park and the Antelope Valley California Poppy Reserve, both located in southern California.

A wide-angle lens is useful for capturing grand landscapes of fields filled with flowers, whereas a macro lens or a short telephoto will come in handy when shooting close-ups or isolating a portion of the landscape.

Idaho Parks and Rec moves toward self-sufficiency

Sand-boarding concessionaires and ATV riding at southern Idaho's Bruneau Sand Dunes State Park are among cash-boosting ideas being discussed to help the Idaho Department of Parks and Recreation achieve more self-sufficiency, its director said Monday after budget writers set her austere $30.4 million 2011 budget.

Parks and Recreation chief Nancy Merrill's spending plan starting July 1, cut from $38.4 million a year ago, includes a nearly 80 percent drop in general taxpayer funds; the elimination of 25 jobs to save $1.1 million; and raiding $3.4 million from maintenance reserves and a recreational vehicle registration program to make ends meet, if only temporarily.

Prices for campers and others using Idaho's 30 state parks are also being increased.

No other state park system has completely weaned itself from taxpayer funding, according to the National Association of State Park Directors.

But Gov. C.L. "Butch" Otter has put Merrill under pressure to at least try, while keeping all 30 parks open, so she's exploring options. Those include boosting snowmobile and other mechanized-recreation opportunities whose aficionados traditionally bring in more money than more-passive natural users like hikers -- while maintaining an equilibrium where one person's recreation doesn't trample another's.

"There's a combination and a balance between your natural user and more-intensive user," said Merrill, who took over the helm of the agency in late 2009.

Merrill's family takes trips to dunes in Oregon where retail businesses rent boards, something that might be duplicated in Idaho.

And dune-buggy riders from across the West flock to St. Anthony Sand Dunes -- 11,000 acres of federal land in eastern Idaho -- to ride on clear, white quartz sand piled up to 400 feet high. Currently, no vehicles are allowed at Bruneau, which have the tallest single-structured sand dune in North America, at 470 feet.

Any such changes would require approval of the Idaho Park and Recreation Board that oversees Merrill's agency.

The House and Senate still must approve the 2011 budget, but are expected to do so.

The Department of Parks and Recreation, founded in 1965, has been the focus of public scrutiny since last year when its independent board voted to shutter Dworshak State Park on the Clearwater River in northcentral Idaho.

Then, on Jan. 11, Otter proposed folding the agency into the state Department of Lands and selling Parks and Recreation's headquarters east of Boise, to save $10 million. That raised concerns that Idaho stood to lose Harriman State Park in eastern Idaho, because the wealthy family that donated the 11,000-acre park along the Henry's Fork of the Snake River did so on the condition that Idaho have a professional, stand-alone parks agency to manage it.

Otter and Merrill announced in late January they'd agreed on a plan to preserve the agency, keep all parks including Dworshak open -- but still cut general taxpayer funding.

After her budget was passed Monday, Merrill told The Associated Press she'll do her best to get as close to self-sufficiency as she can, though it may not be completely possible.

"The first year is going to be critical," she said.

That's when there's momentum to explore new ideas like sand boarding concessions at Bruneau -- and enlist groups in communities that see parks as the lifeblood of their recreation economies. Merrill's agency estimates parks help generate about $40 million in economic impact annually.

A new Internet group, Friends of Idaho State Parks, has been formed to boost volunteer participation and possibly charitable giving. In a press release, the group said it was disappointed by the budget cuts but pledged to work toward long-term budget solutions.

"In this economic climate, Idaho Parks and Recreation, along with other agencies, do have to take cuts, but 80 percent cuts are far more than what is being asked of other agencies," said Yvonne Ferrell, its spokeswoman and a former Parks and Recreation chief under three Idaho governors. "Our parks are so important to local economies, particularly small, rural communities."

The budget-writing committee's 20 members said they've been bombarded with e-mails from Ferrell's group's roughly 1,500 members since last week. Rep. Wendy Jaquet, D-Ketchum, urged them to buy a $35 annual state parks pass to help the agency fill its coffers. The price rises to $40 on Jan. 1.

"There are only 12,000 passes that have been sold," Jaquet said at the morning budget meeting. "If all the people that send us e-mails would buy passes, I think that would really help the bottom line."

Fine grains of sand that blow onto the Nipomo Mesa from the Oceano Dunes State Vehicular Recreation Area could cause significant health problems for Mesa residents.
“The sand can travel deep into the lungs and get lodged there,” San Luis Obispo County Air Pollution Control District Executive Director Larry Allen told about 150 people Wednesday night.
The Air Pollution Control District held a public workshop in Arroyo Grande to present findings of a recently completed study that points to destabilized sand dunes as the primary source of pollution on the Mesa.
The study concludes off-road vehicles in the Oceano Dunes SVRA break up a natural crust that forms on the sand dunes and the dust is then blown from the five-mile stretch of beach onto the Mesa.
“Once (that sand) is deep in your lungs, it can’t get extracted,” Allen explained.
He said long-term exposure to particulate matter, like the fine, coarse sand particles on the Mesa, can lead to many upper respiratory illnesses and even premature death.
Studies have linked exposure, even short term, to increased incidence of asthma and bronchitis in both children and adults, as well as heart and lung disease, according to Allen.
“Health studies show it’s quite a concern,” Allen said, adding sand contains silica, which is a carcinogen.
He also noted some health studies conclude long-term exposure to high levels of particulate matter cause as many yearly deaths as exposure to second-hand smoke and traffic accidents do.
Dr. Tom Cahill, of the Delta Group, which participated in the study, told the audience the size of the dust particles found on the Mesa were finer than any he has ever seen in 30 years of studying dust pollution.
“It’s enough to make me worry a little,” Cahill said.
The APCD commissioned the most recent study after a 2004 study couldn’t determine whether off-roading in the dunes played a direct or indirect role in the high levels of particulate matter on the Mesa.
According to the study, dust plumes kicked up by the hundreds of off-highway vehicles driven in the dunes were only a small contributing factor to the Mesa’s air pollution, and emissions from the OHVs also contributed very little to the pollution.
The first study only concluded that the increased particulate matter on the Mesa was primarily caused by the sand blowing off the dunes, but it didn’t look at how the sand shifted, when it moved or why.
“There’s something different about the sand (in the Oceano Dunes SVRA),” said Joel Craig, who has spent the last eight years studying the dunes and increased particulate matter on the Mesa. “There’s a lot more sand movement in the SVRA.”
The increased sand movement at the Oceano Dunes compared to other dunes that don’t have vehicle use also is attributed to off-road vehicles breaking the sand’s crust, Craig said.
The study was conducted through three independent investigations over a 12-month period using sophisticated air monitoring and analytical technologies, according to the APCD.
The 200-plus page study report is expected to be presented to the APCD board of directors at its March 24 meeting. The board meets at 9 a.m. at the County Government Center, 1055 Monterey St., San Luis Obispo.

Proposal to seize land would favor animals over Americans

Using the Antiquities Act, President Carter locked up more land than any other president had before him, taking more than 50 million acres in Alaska despite strong opposition from the state.
President Clinton used the authority 22 times to prohibit hunting, recreational vehicles, mining, forestry and even grazing in 5.9 million acres scattered around the country. The law allowed him to single-handedly create 19 new national monuments and expand three others without consulting anyone.
One of the monuments President Clinton created was the Grande Staircase-Escalante in Utah, where 135,000 acres of land were leased for oil and gas and about 65,000 barrels of oil were produced each year from five active wells. But, President Clinton put an end to developing those resources.
President Obama could do the same in other energy-rich places unless Congress takes action. At least 13.5 million acres are already on his Department of Interior's real estate shopping list.
This includes a 58,000-acre area in New Mexico. The memo said this should be done so the lesser prairie chicken and the sand dune lizard will be better protected. Are these animals going extinct? No. The bureaucrats wrote that the land should be locked up to "avoid the necessity of listing either of these species as threatened or endangered."
In Nevada, the Obama administration might make another monument in the Heart of the Great Basin because it, supposedly, is a "center of climate change scientific research."
In Colorado, the government is considering designating the Vermillion Basin as a monument because it is "currently under the threat of oil and gas development."
Americans should be wary of any plans a president has to seize land from the states without their consent. Any new plans to take away states' freedom to use land as they see fit must be stopped.
That's why I sponsored an amendment to block Mr. Obama from declaring any of the 14 lands listed in the memo as "monuments." Unfortunately, the Senate, led by Democrats, rejected it on Thursday evening by a vote of 58-38.
It was particularly disappointing that the Senate Majority Leader Harry Reid, of Nevada, voted against the amendment. The government owns more than 80 percent of the land in Nevada and the unemployment rate there is 12.8 percent. Surely it would help job prospects if more land were open for business.
This is a nationwide problem. The government currently owns 650 million acres, or 29 percent of the nation's total land.
Federal bureaucrats shouldn't be wasting time thinking up ways to acquire more, especially in the middle of a recession. Taking the nation's resources offline will stifle job creation and dry up tax revenues.
If anything, the government should be selling land off, not locking more up. By voting against my amendment, the Democrats tacitly endorsed Mr. Obama's secret plan to close off millions more acres to commerce.
If enacted, the plan would mean fewer jobs for Americans.
The Democratic Congress refused to stop it, but one sure way Americans could help block it is if they decide some Democrats should lose their jobs on November.

Twin P-51 Mustangs to Fly-Over Little Sahara Sand Dunes During Snake Hunt

Fifteen Thousand Off-Road Sand Enthusiasts Are Expected to Flock to the Flight Path for Vintage War Birds Fly-Over. The fly-over event is taking place to honor the 250,000 motorized recreational tourists who travel to Woods County each year. Over 75% of these sand enthusiasts travel up to 1,000 miles across country to enjoy the dunes at the Little Sahara State Park each year during “Snake Hunt” week.

On Saturday, April 10, 2010 at 5:00 pm this one-of-a-kind fly-over event will commence in Waynoka, OK in a joint effort between Dan Delasantos of the Tek-One Corporation; Classic Communications; Bob Baker, aircraft owner and pilot, and Reed Helicopters.

Helicopter and off-road services will be on hand to transport media and press into the park for VIP coverage. Classic Communications will broadcast the event throughout Northwest Oklahoma via live radio remote beginning at 3:00 pm. Thousands of park recreationists and their vehicles will line the tops of the many towering sand dunes along the flight path in anticipation for the fly-over. Reed Helicopters will be on hand providing park guests the opportunity to explore the 1,500 acre sand dune park from the air.

Receiving the highest volume of motorized recreational traffic in the state, the Little Sahara State Park supports over 250,000 guests annually. Woods County Economic Development and Tourism is recognizably supported by the off-road industry and will be supporting this event.

Extreme Outback Announces Intelligent Dual-Battery Manager

Extreme Outback Products now offers the IBS (Intelligent Battery System), a computerized dual-battery manager. Developed in Switzerland, the state-of-the-art system uses a RISC micro-computer to either isolate or link multiple batteries as needed. Normal operation separates the starting battery from the auxiliary one to safely power electrical accessories when the vehicle isn't running. An override button links the batteries for high-load uses such as winching and is also used for self jump-starting. In-cab monitoring, which uses an LED display to show each battery's state of charge (shown), is available. The system is offered in 12-volt and 24-volt models (controls four batteries). Installation involves an included power cable and a pre-made four-wire harness.
The IBS won a Global Media Award as one of the best new products at the 2009 SEMA Show.
