Beloved parts of border changed almost overnight (Imperial Sand Dunes)

IMPERIAL SAND DUNES, Calif. - Every weekend he can, Gene Elwell heads to the desert and races his buggy over the largest sand dunes in the U.S. Nearly 200 miles west, on California's Pacific shores, the Rev. John Fanestil spends every Sunday at Friendship Park, where people on both sides of the U.S.-Mexico border touch hands and talk through holes in a chain-link fence.
For decades, the dunes and Friendship Park were virtually unchanged. But in its final months, as the Bush administration raced to fulfill a pledge to erect 670 miles of fencing and vehicle barriers on the border, they were transformed almost overnight.
A fence now slices through the Imperial Sand Dunes, preventing recreational riders from veering into Mexican sands. Before, drug smugglers easily blended in with riders to reach Interstate 8, less than a half-mile from the border at one point.
The southern tip of the Imperial Sand Dunes Recreation Area, a film location for "Star Wars: Return of the Jedi," resembles the Sahara. Its slopes draw families because they are lower and more gradual than the desert playground's northern reaches, which attract rowdier crowds.
Elwell, 54, a San Diego-area native who sells office equipment, belongs to a close-knit but fast-growing group of families from Southern California and Arizona.
They ride the dunes day and night, sleeping in trailers parked around a campfire. They liken the thrill to a never-ending roller coaster.
"There's no particular trail, like you would up in the mountains or some places even out here in the desert," Elwell said. "Out here you find your own way, you find your own world."
In California's southeast corner, the dunes are about 40 miles long and an average of five miles wide. Trailers crowd campgrounds on holiday weekends. The sand buggies range from lightweight speedsters with V-8 engines to lumbering vehicles that could pass for golf carts.
The sands extend about five miles into Mexico. Until last year, the border was almost invisible, marked by 15-foot concrete obelisks spaced far apart.
In the 1980s Elwell drove his buggy straight into the town of Algodones for tacos, and even in recent years he regularly drifted into Mexico. Agents chased wayward riders and ordered them back to the U.S.
Smugglers decorated their marijuana-laden vehicles with decals and flags to mix in. Last year, a suspected smuggler killed a Border Patrol agent by running over him in a Hummer, then fled to Mexico.
Border Patrol officials say private contractors were initially stumped when asked to design a 13-mile fence for the shifting sands. The answer was what the agency calls a "floating fence."
The $6 million-a-mile barrier completed in December consists of 16-foot-tall steel tubes filled with concrete and spaced tightly together. Triangular mounts aren't bolted to the ground, allowing them to rock back and forth with the wind. Small panels are chained together, twisting in different directions.
The Border Patrol says arrests of suspected smugglers plummeted after construction began last summer.
Elwell and his friends marveled as they stood on a ridge one recent Saturday and stared at the fence, stretching like a dark ribbon over the sand.
As the number of riders grows - the dunes records about 1.2 million visits from October to March - their playground is shrinking. In 2000, the U.S. Bureau of Land Management made about half the park off-limits to vehicles to protect the endangered Peirson's milk-vetch, a tiny perennial with purple blooms.
Some visitors feel the dunes are dangerously crowded, with up to 200,000 people some weekends. Steve Razo, a BLM spokesman, said seven to 10 people die each year in traffic accidents.
Elwell and his friends bemoan the tighter quarters but generally agree the fence will make the dunes safer.
"It makes you feel a little crammed in, like 'This is your playground, and you can't go over there,'" said Tom Holdenried, 59, a woodworker from Ramona.

One of the two holidays that bring the largest crowds to the Imperial Sand Dunes west of Yuma is happening this weekend. According to U.S. Bureau of Land Management surveys, as many as 200,000 people may turn out at the dunes for the three-day Presidents Day weekend. If you happen to be one of them, Michael Sommer, media affairs chairman for the American Sand Association, has a few reminders to help duners enjoy their fun in the sun and sand. "It is really important to follow all of the rules," Sommer said. "This weekend is considered one of the more popular three-day weekends." First and foremost, Sommer said it is important to get a permit, because if you don't have one, the BLM rangers and Imperial County sheriff's deputies will give you a ticket. Duners can get their permits from any of the vendors along vendor row once they arrive at the dunes. Sommer suggested picking up a map of the dunes from one of the ranger stations or kiosks once there because they have all the rules and regulations printed on them. He also wanted to remind duners coming from Arizona to get an out-of-state visitor sticker, which can also be purchased from any of the vendors. "It will probably prevent you from getting stopped by law enforcement and having your vehicle impounded." It would also be a good idea, according to Sommer, to carry some sort of proof of ownership for your vehicle. "You can keep it under your seat or in a backpack." Sommer also said it is important to have a whip antenna with a flag, because it is a safety feature, and not to have any glass containers of any type. According to the BLM, there were at least 100 calls for medical services during the last year's Presidents Day weekend. There was also one fatality. A Yuma man was killed in a dunebuggy accident after he drove at a high rate of speed over the edge of a dune in Glamis and dropped about 60 feet to the ground. Sommer said BLM has asked the ASA to let its members know that they should avoid using the entrance at wash 24 and instead use the entrance at wash 25. Also, the entrances through the fence at washes 11, 12, 13, and 14 are a little narrow (about 15 feet), so dunes visitors should exercise care if using them. Finally, access to camping areas in washes 1-7 can be gotten to on BLM land without using the railroad access road at all. BLM has also changed the message on the electronic sign at Glamis to indicate that the gaps are 15 feet, not 10 feet, and replaced "Warning" with "Use Caution." BLM is also asking duners to report anyone they see vandalizing the fences put up by the Union Pacific Railroad along Wash Road.

A Mexican man wanted in connection with the death of a U.S. Border Patrol agent last year has been arrested in Mexico and is being held there pending extradition, according to U.S. authorities in San Diego.
This is the second time that Mexican authorities have arrested Jesus Navarro Montes, a 23-year-old alleged drug smuggler, who U.S. officials suspect drove a car that ran over Agent Luis Aguilar at the Imperial Sand Dunes in Imperial County on Jan. 19, 2008.
After an intense, three-day manhunt, Navarro was captured in Mexicali, but Mexican authorities released him last June, drawing criticism from U.S. officials.
The Mexican government said U.S. officials had not submitted a formal extradition request.
Navarro was rearrested this morning by Mexican federal agents at the resort town of Zihuatanejo in coordination with the FBI and U.S. Marshal’s Service, according to an FBI news release.
Navarro faces unspecified drug charges and is wanted for questioning about the agent’s death, according to the news release.
Aguilar, a six-year veteran, was killed while trying to stop two vehicles that had entered illegally from Mexico and were believed to be carrying drugs.
After Aguilar threw a spike strip in front of the vehicles, one of them, a Hummer, struck him and escaped over the dunes back to Mexico.
The Mexican federal attorney general’s office has identified Navarro as the driver of the Hummer that ran over Aguilar.

Platune & Sand-X to Build World's Fastest ATV

European-based luxury vehicle design and tuning firm Platune has teamed up with Sand-X, a Swiss company specializing in sand dune racers, to develop the world's fastest off-road vehicle. The Platune-Sand-X mobile, designed to be the Ducati of off-roaders, will be the safest, fastest, and most powerful ATV ever built, with giant front tires and a rear track. Available only in an exclusive limited edition, the Platune-Sand-X will be able to accelerate from 0-100 km/h in as little as 2.8 seconds and achieve a top speed of 185 km/h.

While pricing has yet to be announced, we expect the vehicle will be extremely expensive; unsurprisingly, it has already stirred considerable intertest in the Middle East. The collaboration celebrates the two companies' "mutual quest for luxury, perfection, exclusiveness [and] an extraordinary driving experience."

Dubai: Fun Drive enthusiasts revel in the desert's mystical beauty

The mystical beauty and marvel of the Arabian desert was uncovered as the 28th Gulf News Friday Fun Drive treated participants to a rich outdoor experience on Friday.More than 2,000 participants, young and old, braved the cold weather to drive over vast expanses of sand, arriving at The Sevens as early as 6am. The convoy of more than 450 cars nudged through the morning fog as Duleep George, Executive Director, Marketing and Sales, Gulf News, flagged off the leading vehicle. Adrenalin rush The Al Futtaim–Toyota sponsored Fun Drive offered the ultimate adrenalin rush to participants even as the stomach-churning dune drives left a couple of unlucky vehicles stuck in the sand. But the camaraderie and team-work among patrons and marshals ensured everyone drove on safely. Asif Ahmad, a regular at the Gulf News Fun Drive, said the event is a great opportunity to get together with friends and have a lot of fun outdoors. What makes the experience more enjoyable is the immaculate planning that goes into organising the event, he added. “The markings, the route maps, communication control — everything was faultless and hence there was no need to worry, even for inexperienced drivers,” Asif said. Challenging A skilled driver himself, Asif commented that the track set by Gulf News every year is challenging. He advised first-timers to take time out to get some training from friends. Andrew and his team, who got stuck in the sand twice, said the beauty of the Fun Drive is all about getting stuck while taking on the dunes. “It is nice to try some escapades like driving on top of a 200-metre sand dune and sliding down. When you are on your own you tend to be a little cautious because you do not want to get stranded. But with the Gulf News marshals around, you tend to be over-confident,” admitted Andrew. However, marshal Naidal Ali advises drivers not to attempt stunts and stick to the rules. “This is not a rally. This is a fun drive and one should soak in the experience,” he suggested. A Gulf News marshal for more than 12 years, Naidal feels it is more fun to be a marshal than a participant. Naidal’s brother, Mohammad, who took on the mantle of marshal this year, shares the same sentiment. “It is nice to help people. Sometimes, you feel good when people cry out for help to you,” he said. Experience Children as young as three years had their share of the desert experience as many families brought their little ones along for a day of fun and frolic. Erin, Fern and Flaii, aged 14, 11 and 4 respectively, were thrilled about the experience. The cousins from Sharjah have been regulars at the Fun Drive for the last few years and consider it an amazing experience. “I got to see the desert closely and my dad did take us over the turns and curves of dunes,” said an excited Erin. Duleep George said the teamwork paid off as everything went as planned. “The main success factor is that every single part of the organisation took active interest in making The Gulf News Fun Drive happen. “The fact that we were full up within the first few hours of opening the registration makes all our trouble worthwhile,” he said.

Latest News on the Wash Rd. at Glamis from the ASA

We have just received updated information regarding Union Pacific Railroad’s (UPRR) fence project from the BLM. As many of you might already be aware, UPRR has been installing a fence just inside their property line which extends 100’ from the centerline of the rail road tracks and encompasses essentially all of Wash Road. This project started in mid-November and will extend from approximately Highway 78 to the south; ending-point unknown at this time.

Until recently, UPRR was honoring a commitment made to the BLM to continue to allow public access down Wash Road, leaving an opening at each wash to allow for vehicular access; some openings being narrower than others and some openings more accessible than others, depending on the flow of the wash. To minimize the impact of these restricted openings to thousands of ISDRA visitors, the BLM has begun the necessary environmental procedures to be able to grade some of these openings to allow for better access into various wash openings.

After this past weekend, it was brought to our attention that it appeared that UPRR was changing their plans and access was becoming more and more limited along Wash Road. BLM met with UPRR representatives on February 4th to discuss their project and their prior agreement to continue to allow access, only to find out that they had changed their position and will close the road to all public traffic at some point in the future.

At the urging of the local BLM office, UPRR has agreed to allow the use of this road, hopefully, for the rest of this dune season but in all likelihood will restrict access for the 2009-2010 season.
Again at the request of the BLM, the contractor will be enlarging some of the openings in the fence to allow for access during the upcoming Presidents’ Day holiday weekend. This improved access may, at some locations, not accommodate large motor homes or extremely long trailers.The BLM has identified locations that they have prioritized for grading to remove berms to help improve access.

This is not the result that we hoped for but it is what we know at this point.
The ASA has been conferring with the BLM, our legislative contacts and our legal team to see what if anything can be done to allow continued use of UPRR’s right of way. We will also be working to see what it will take to have a new access road constructed on the BLM land to allow access to these traditional camping areas. The construction of a new access road is a long term solution to this problem.

The ASA has sent a letter to the UPRR management to express our concerns about the closing of this road to the public and the loss of access to recreation camping areas.
